OK, this is weird: in Canada we call these Rockets. Smarties are like cheap M&Ms. There is a really, really famous ad campaign with a song that most peeps my age know: http://www.youtube.com/watch?v=9B2L4vjELF8

a) someone in Canada needs to design some space-themed printable Valentine cards for those Rockets, and b) my husband grew up in South Africa, and he too thought Smarties were M&Ms.
