Before you melt down your broken crayons.....
Broken crayons are actually very good for practicing the dexterity required for writing. Preschool age "pre-writers" should use small crayons (NOT the big grip ones for toddlers), and if you break them in half, the kids can't do a full fist type grip; they have to use their fingers. My niece (now age 5) had a small stroke last year due to chemo treatments, and the physical therapist recommended that they throw out all large bore markers and large crayons, and break the small crayons in half for this reason. An additional bonus: more crayons = fewer fights over popular colors!

I use doubled-up paper baking cups (aka muffin papers) for this so I don't get wax on my pans.
Foil baking cups are sturdy enough to stand on their own on a baking sheet to make even more "cookie crayons" at one time.
We've been looking at doing this as a den activity to reuse the crayon stubs a lot of our Cub Scout pack families have around the house.

We do this with paper muffin cups and my kids call them "Resses crayons" since they come out resembling the Reeses cup candies.
