Because all parents, sooner or later, are subjected to whining and begging for change for the claw machine*. And because all kids feel they are the ones who won't get duped. And because that fluffy panda perched right on top is soooo cute.

I did this a year or so ago without thinking and it was a huge mistake! Of course I missed getting the Care Bear at the top of the pile, and AJ was severely traumatized to the point where for weeks afterward she would ask out of the blue: "why didn't that claw grab the care bear I wanted?"
